Is it common 4a college 2give a scholarship then use students pell grant etc.2pay4 school instead of schship?

College offer & accepted scholarship is 2pay 4 tuition & fees, but they are using federal & state grants & outside scholarships 1st 2pay for college, which covered all cost, so basically didn’t give a scholarship. & now the money that we thot would have to cover gas and food (from pell) is not an option…is this the way it’s suppose to be? why say they are given a scholarship? cause now we are in a HUGE BIND! Is this common practice for colleges? HELP! PLZ! what options do we have? This info was just told to students in last 2 weeks!
We did tell college we wanted their scholarship to pay because was basically depending on pell grant etc.. to cover food and gas, etc… college said sorry this is their new policy started this semester. if we’d known this in time absolutely woulda accepted scholarship from other school. we aren’t only one’s in shock and tryin’ 2 figure out what to do has put lots of people in a bind.
